His ideas are very useful in business especially which is in tangible products. The factors such as creativity, cost reduction, changing to a better leadership, job trainings, decentralization, fearlessness, barriers, to please each other, subjective management and everyone satisfaction are the endurance of his ideas. The organizations which use at least 4 of these ideas can be maintaining the quality of their outputs. If we are able to apply all the ideas of Deming our schools will be perfect. However, since working with human capital, it is not as easy as it said. Dealing with human beings who have emotions, attitudes, personality, motivation, skills and willingness is not the same as goods. Goods have personality but no other factors that human beings have.
2a.) How would you go about applying this process in your school?
If I have the authority, the barriers among the colleagues and top to bottom management will be the first I will tear down.
b.) What is needed?
We need lots of knowledge in management, in curriculum, qualified teachers, adequate facilities and materials, and the like.
c.) What has to change?
We are still using authoritarian leadership style and practicing X theory. In order to be a better quality school, we need to drag the leadership style from authoritarian to collaborative.

In my opinion, the WWII was the bitter war for Americans. They had to give up their families, jobs and some possessions. The inflation rate was too high and ate only the food they had got in rations. The lifestyle of women was also changed too. Many women started to look for the jobs which were still not agreeable at that era. Among many bitter backgrounds, Deming was the pupil of “War time Quality Control”. Even though they won the war, they lost many other things so they couldn’t enjoy the victory. They just felt relief the war was ended. The Americans might think at that time that Deming’s ideas were just good for wars but not for businesses since the businesses were still running by the tycoons and the quality of the goods was not that important yet.
But, as for Japanese, it was unbelievable that they lost the war. They had already conquered from Indo-China to some part of Africa. Every battle was easy for them to win. They used every possible way whether they needed to use ruthless killing or cunning trick. Their situation was a thump up. However, because of that Hiroshima boom, they had to surrender. They didn’t expect that Americans had such ability and were surprised that the Americans didn’t use earlier. They might find out that it was because of Walter Schuhart, the war quality was good and got the idea of using quality control in their businesses.

ReplyDeleteTo me, Deming’s contributions were started for business management. And no one knew that they could be used for educational administration. If talking about the educational administration, no one pay attention on the management of education until the system of paradigm shift appeared. Because of paradigm shifts, many schools hurriedly started to look for the best way to manage and Deming’s ideas became one of the best techniques for schools.

From his 14 points, I have seen that in order to have good quality, an organization must know the human resources management, operation management, financial management and researches & innovations. Thus, HRM is for human relations, operation management is for the time and materials or curriculum. Financial management will help the best outputs at least cost. Researches and innovations are for the near future learning patterns and their technologies.
b.) If Deming was to come and have a look at what you are doing in your organization, what do you think we would say?
(Hey friends, it is he would say or we would say? I took it as he would say?)
He might say that, “Hmmmmm, from my 14 points, 2, 3,7,8,9,10,11,12 are not using here. So the last number which is 14 is useless for your organization.”

He might say that your organization needs to improve in some fields based on the numbers I mentioned in 5a.
6.) What are your views of the ideas expressed in the article?
By reading this article, the ideas are good to some extent. But how do we measure the real quality of the students? By the standardized tests? The grades currently the students earn? Or observe such students have grown up and see what they have achievement in life? Such measurement will be useful for this nation but not the other nation. It is hard to tell since quality is what we cannot see or touch. However, what we feel is right on something means it has some quality. Am I right?

ReplyDeleteHis idea is very challenge for everyone in the pass. His theory is practical and very useful. Actually if we try to clearly consider his theory, we will find that his theory is very similar as the strategic planning of professional development in many view. I fell a little bit surprise why don’t his theory be accepted from his motherland?

At first time when I red this question, I said it does not easy to transform the old system to the new way. However, when I did rethinking again. I found that Difficult does not mean impossible. So what I have to do is change my thinking. Change my attitude to a positive way. A leader does not mean telling other people do, it means doing by ourselves first before we will ask for the others act. For the process of changing in my school, I think we can follow the instruction of Deming’ fourteen points.

American in that era is in the period of flourishing, economic, technology, etc. Different from Japan which is in the decreasing period since Japan lose the War. It’s in the time of pride of American. He is strive for being the first leader of the World. On the other side, Japan was in recession. What they have to do is anything they can do to retrieve crisis of the country. At first, Deming might not be invited from Japan government for the crisis retrieving, since from the history showed that he went to Japan for conducting a post-war census. But after he had participation with the Japan government, he had opportunity represented his theory, total quality management, to the Japan industrial leadership (maybe by suggestion of the Japan government). And with a good relationship or with whatever, the Japanese interests in his theory. That’s why his theory was accepted to use in Japan. So my opinion I think the Japanese welcomed his theory because a good relationship between him and the japanese. Means that Deming is a good leadership. And it help them have opportunity to represent his theory. For the unwelcome from American has many reasons may possible. Deming is not a well known in Business or management. His skill is about the quality control particularly of the industrial and census. That time, American products were accepted around the World about premium quality of the products. If any products named “ made in America” will be accepted from around the World about the quality of products. Then for the American, they didn’t see why they have to give important with the quality control, or even the total quality management since their products have be accepted from all nation already.

To discover the real reason needs to find out from the beginning. We can’t just study only reasons in the present time. Deming is wonderful in my opinion. He is a great thinker. His theory is remain update and useful for this era, even he invented the theory in the pass. The Deming theory is very useful and practical. We can meet succession, if we follow his theory. Collaboration have to be promoted. Working together as a team can make all members in the team happy together. Every part of team is important and need to meet the standard that must be set for everyone meet. Responsibility is very important. It’s like a picture of body. If some part injure, the other parts of the body are also pain.

ReplyDeleteDeming’s idea transformed management in a sense of quality. Although it's difficult to sum his philosophy up in one phrase, but one of endurance of his idea is “There's no substitute for knowledge". The knowledge to which Deming referred was "The System of Profound Knowledge," that is, knowledge of different systems theory, psychology and the theory of knowledge. The understanding and use of this system would enhance decision making, reduce wasted effort and make any businesses and organization more productive and effective.
2) How would you go about applying this process in your school?
As I am not working in any school right now I will express the big picture in the education field I think Deming’s 14 points can be applied in education (school level and university level) by modifying them as it mentioned in the article:
1. Create reliability of idea toward improvement of students and service. Aim to create the best quality students capable of improving all forms of processes and entering meaningful positions in society.
2. Adopt the new philosophy. Educational management must awaken to the challenge on leadership for change.
3. Work to abolish grading and the harmful effects of rating people.
4. Stop dependence on testing to achieve quality. Eliminate the need for inspections on a mass basis (standardized achievement test, minimum graduation exams, etc.) by providing learning experiences which create quality performance.
5. Work with the educational institutions from which students come. Improve the relationships with student sources and help to improve the quality of students coming into your system.
6. Improve constantly the system of student involvement and service, to improve both quality and productivity.
7. Institute education and training on the job for students, teachers, classified staff and administrators.
8. Institute leadership. The aim of supervision should be to help people use machines, gadgets and materials to do a better job.
9. Drive out fear, so that everyone may work effectively for the school system. Build an environment which encourages people to speak freely.
10. Break down barriers between departments. People in teaching, special education, accounting, food service, administration, curriculum development and research, must work as a team. Develop strategies for increasing the cooperation among groups and individual people.
11. Eliminate slogans and targets for teachers and students asking for perfect performance and new levels of productivity. The bulk of the causes of low quality and low productivity belong to the system and thus lie beyond the control of teachers and students.
12. Eliminate work standards (quotas) on teachers and students
13. Remove barriers that rob the students, teachers and management of their right to pride and joy of workmanship.
14. Institute a dynamic program of education and self-improvement for everyone.
a) What is needed? By allocating proper leadership style put everybody in the school to work to accomplish the transformation. It is everybody's job.
b) What has to change? In the education field, TQM should be considered seriously in changing educational structure and governance, curriculum design, instructional procedure and student achievement.

ReplyDeleteAfter World War II, American were so proud of having the highest level of the international quality standard in the global marketplace, so they didn’t consider other possible market competitiveness of their products globally, as well as they didn’t believe to have serious competitions especially from Asian part. As Japanese were so vulnerable at that time and they determined to rebuild their economy as the earliest time as possible they accepted any kind of help to restore their country; and just in less than 40 years become the hub economy index in the world in electronics and auto industry.
4) Why is this historical context important to our understanding of Deming's contributions? It shows the effectiveness of the Deming’s TQM in that country. Now Japanese are so proud of their brands which considered as being best quality and value for their products in the global marketplace.

them? Encourage education and understanding of knowledge and encourage self improvement for everyone. From his point of view what an organization needs is not just good people; it needs people that are improving with education. Advances in competitive position will have their roots in knowledge.
a) If Deming was to come and have a look at what you are doing in
your organization, what do you think we would say? As I was working as a one the top manager in the huge industrial company, he would comment me on that company’s management, he would probably comments on constancy of the purpose for continual improvement of products and service to society, allocating resources to provide for long range needs rather than only short term profitability, with a plan to become competitive, to stay in business, and to provide jobs in the nation scale.
b) What might he suggest? He might suggest on continuous improving every process for planning, production, and service, as well as searching continually for problems in order to improve every activity in the company, to improve quality and productivity, and thus to constantly decrease costs. For sure to have the institute innovation and constant improvement of product, service, and process. As all these responsibilities are management’s jobs to work continually on the system (design, incoming materials, maintenance, improvement of machines, supervision, training, retraining).

I found this article very informative to reflect on my future decision making as an educational or business leader. In this unstable economy, a healthy dose of Deming's ideas would do many organizations in developed or developing countries extraordinary good. All he required was that you accumulate some knowledge, then optimize your business system for greater profit, for greater customer satisfaction, for the "joy in work" among your employees. For certain educators, managers and executives need to study these ideas. All of these points would certainly be welcome these days.

ReplyDeleteWith a doubt Deming had a clear idea of the issues that are critical to leaders and organizations and he provided a clear pathway that through which organizations can get to success and he clearly explained that without systematic thinking and interconnectedness of members that system is likely to fail. Also, he gave a clear definition of quality which is often misunderstood and perceived only as the finishing output. But based on Deming’s ideas, the quality of product is associated with quality process and hence the focus should be situated on process and process and management and in such an environment quality leaders attempt to change the working context from tradition to transformational and Deming proposed the guidance for creating quality minded culture within the organization which facilitate developing environment that benefit customers and projects.

The Deming’s ideas are based on a conducting a business system in which the goods are produced with highest quality and lowest cost and the aim is to keep the satisfaction of customers ahead of all priorities.
According to TQM, the company’s function should be based on following ideas:
Customer satisfaction
Process excellence
Professional development
Collaborative work
Organizations are required to place high emphasis on continuous research and providing opportunities professional development for members to enhance their knowledge and skills in the field they are working. Also there is constant reconsideration of individual processes in the organization to evaluate the customers’ satisfaction with output.
If we generate these ideas to education, we can say that his 14 points will have significant implication for the school reforms and purpose of schools like other business organizations is to create high quality product and service we must do high quality work and school principals should effectively support and facilitate the quality function of the whole school. Administrators cannot create an effective schooling unless they realize that the quality is not confined to academic achievement of students but instead it has to encompass the whole process of learning/teaching. In education, the students might be regarded as product that the society will benefit from their skills and knowledge or customer that should be get profit of quality educational service and schools should be managed in way to fulfill their basic needs for power, survival and social and moral awareness
The breakdown of hierarchy and top down management, collaborative working environment, and professional learning community and personal transformation are the pillars of a school change. Deming dislike of grading, rating and testing is fundamental to his approach and learning is conceived not as something that should be coerced or pressurized but something that has be encouraged and engaged by keeping high level of satisfaction among people and eliminating fear.
To implement TQM principles, schools have to 1) precisely define term “quality” 2) explore how it can be applied to school movement and classroom practices 3) analyze their school condition for developing quality work place 4) enhance the collaboration in the school 5) provide professional development opportunities for all member 5) evaluate the efficiency of implementation

I suppose the reason is mainly related to the economical situation those countries were in. By the time that Deming put his ideas forwarded, industries in US were economically flourishing and it was leading the glob’s markets so the industries didn’t feel that they need transformation in their function and theories. But Japan was recovering the economical damages that the war had caused and it was just ready to embrace any new ideas that could accelerate their recovery period of War effect.

History has demonstrated that the success of Japanese industries was largely due to their openness for accepting the reforms in their business systems that was enthused in them by Deming’s ideas.

I’m not working currently as an educator, but I think if Deming has made a remark in educational field, it would have been replacing the grading system with competency system. Today, in most of the schools, if the student is passing the test he is considered competent in the topic and large scale tests are the indicators of one’s aptitude and skills in many educational organizations and accountability is still the base of knowledge measurement. I suppose that Deming’s system of promoting profound knowledge is still in contradiction with what is actually practiced in world of education. If he had seen this he would have definitely encouraged building up profound knowledge which makes the foundation of cognitive and effective structure in order to address the challenges and issues that arise from constant changes of the world. He also would have promoted more authentic evaluation of students’ knowledge that better excite and engage learners and enable them to prove their deep understanding of what they have learnt in the classroom.

I think Deming definition of quality is holistic and it encompasses not just the product or service trustworthiness but the notion that service should fulfill the needs and expectations of clients and meet the profits of provider. His consideration of employees as those who shouldn’t just directed and forced to work but instead to engage in making their jobs and products is critical in creating successful and effective organization.
I hope that TMQ is better developed to produce more effective school culture. However the factors that hinder transformation such as people resistance to embrace the reforms and deep-rooted bureaucratic system in many organizations should be regarded with care as they are not easy to change and to revolutionize the working system of school, time is crucial.

In my opinion, every organization will be benefited in Deming’s ideas because it is said that “ the success of any organization depends totally upon its ability to know and fulfill the needs and expectations of its customer”.
2 a.) How would you go about applying this process in your school?
I think it’s about macro-micro change. To apply this process in the school, the
changes will start from the top echelon to bottom. From the head of the department
to the lowest member of the organization in every area of the school contexts and
management processes ; Inputs – processes – outputs
b.) What is needed?
To make a change happening in the school, management tools (TQM), leadership
skills and knowledge management based skills is needed to gear the change .
c.) What has to change?
Change the school management process system and culture to meet the need of the school quality and standards. Have a look point #5 improve every process; constantly improve the system of production and service. There should be continual reduction of waste and continual improvement of quality in every activity so as to yield a continual rise in productivity and decrease in cost while conduct a vigorous program of education and encourage self improvement for everyone who those concern the school quality (point # 6 ,#13 ). What the school needs is not just good people; it needs people that are improving with education.

Deming believes by optimizing an organization’s systems, the entire organization will be successful. Looking within to produce a greater way to produce a better product ensures that everyone benefits. This just makes good sense because it’s inclusive. This inclusive approach, in Deming’s point of view, creates intrinsic motivation as a key “stimulator” as the reason for efficiency and productivity of the workers in an organization.
2a.) How would you go about applying this process in your school?
The best way to apply Deming’s process is to start with a new initiative or professional development effort. This way better control over the process can be monitored and a strategic plan can be produced utilizing this process from the start. To me, his process is best implemented when innovation is invited and change is needed for that innovation. Change will occur through this transformational approach.
b.) What is needed?
Leadership is needed as the change agent and support system to the change. This leadership must be authentic and situational. There will be resistance and soft opposition to the changes in its initial stages. A well articulated plan must be developed and communicated successfully to all that will directly and indirectly be affected by the changes. In-services, readings, research and any other resources that supports the change is needed to be articulated also. Buy-in must occur as soon as possible so that the transition is smooth.

It shows how his process rebuilt the Japanese nation into an economic power player on the world stage in just 30 to 40 years. How his process created the Japanese brand that too represented quality and value, but further represented loyalty, leadership, and collaboration.

As the latest educational theme is “student-centered learning,” Deming’s process emphasizes “product-centered development.” As the quote on page 3 points out:
‘Listen to your customers: develop products and services that are better than your customers expect them to be; and, continuously improve organizational processes that lead to customer satisfaction.”
The theme speaks loud and clear, learn what’s going on in the markets and from the customers (research), improve our product to make it the best (continuous professional development), and continuously improve ourselves (organizational growth and leadership).

1.There’s not enough transparency from the top down (#8 of Deming’s Principles). All initiatives are determined by the leadership team. Input from the teachers rarely happens
2.There needs to be greater equity between departments (#9 of Deming’s Principles). Now the middle school math department is the only department that teaches math to students everyday.

I believe Deming’s 14 Principles are more important now than when he first proposed them. Now that the rest of the world has caught up (and in some cases, passed) with the U.S., the global market needs to be respected. Competition thrives from every continent and the American brand is no longer the market leader. America does have the most leveled and fair playing field with its high accountability, quality assurance, internal and external audits, freedom of speech and press, and laws that protect consumers. But now even those advantages are no longer enough due to a poor economy. Deming’s model puts focus back into goods and services that are designed to be effective and efficient in a global market.

ReplyDeleteDeming’s theory was applied in business/industry, namely “Total Quality Management”, which Dr. Leuenberger and Dr. Whitaker Jr. skillfully changed it into “Total Quality Movement in Education.” Sure, I believe that Deming’s ideas can be implemented in many fields depends on how people approach and apply it. By looking at the graphic in the paper, you would see the framework was clearly stated. It doesn’t matter which area in education, school governance, curriculum design, instructional process, or student outcomes, all needs to start from “introduction” which includes 7 to 8 categories. The second step is to implement the plans we have, and then to evaluate our plans, and to redesign them when needed. All the implementations are affected by the key impactors, such as the board, the administration, the staff, the parents, the community, the business/industry (higher education or vocational schools), and the Fed & State government (the MOE).

I have to give my school some credits on the school governance and curriculum design. The governance is moving towards a collaborative way of management, and the curriculum is designed by everyone involved in school, except the students' inputs, which I think might be a good idea to listen to them related to what they want to learn. However, I would say that the instructional process is still weak in many classrooms. When the instructional process is weak, the student outcomes will not be looking good.
b.) What is needed?
As I mentioned, we also need to take students into consideration. If we take this student, we need to make sure that he/she is successful in his/her learning, and in future he/she will be able to succeed in different fields.

The instructional process has to be changed, right now, there are still quite a good amount of teachers not knowing how to differentiate lessons, activities, or assessments. (cont)

ReplyDeleteIndustry in the United States was prospering, due largely to an overabundance of resources and an accelerated market caused by the end of five years of wartime sacrifice. The U.S. did not take Deming’s ideas of quality improvement seriously because they were already the world economic leader. Japan’s economy, on the other hand, had been crippled by the war. Japan’s executives were ready to accept change. History has shown that the methods they implemented, largely due to Deming’s direct influence, have made Japan a world leader in manufacturing of automobiles and electronics, among others. Besides the economics reasons, I think partly it’s due to culture as well. Japanese are very group-oriented, and also loyal to their nation. They would do everything to bring their country up, even if they need to adopt the Western theory. On the other hand, American were more towards individualism back then. Deming’s 14 points indicated the importance of being a “good team player”(shared leadership etc.), not “heroism”, therefore, his theory was taking seriously in Japan not the United States due to the different cultures. ReplyDeleteAs I mentioned above, Japan was in a bad shape after the World War II, by knowing the historical context, it helps us understand that without Deming’s theory, Japanese economy would not be able to recover in such short time. Now, goes back to the States, there was major catalyst for Deming’s ideas entering U.S. business was an NBC News white paper documentary aired in 1980 entitled, “If Japan Can,
Why Can’t We?” The documentary was a wakeup call for manufacturers in the United States that Japan had moved to the lead in manufacturing. Since that time, his ideas have gradually become more accepted in U.S. business, and quality has been a major business focus of the past two decades

You probably would say this school is moving to the right track, but require high commitment from the teachers and staff.

You probably would suggest that my school needs to work on quality reassurance like student outcomes at mega level, working collaboratively, curriculum redesigning, CPD/PLC, instructional skills, and creating a positive atmosphere/culture. (cont)

1.Create purpose towards improvement of product and services in the long run - a) Student’s learning outcomes, b) better person, c) better society, d) better services (curriculum)

3.Cease dependence on mass inspection to achieve quality by building quality into the production service in the first place - Shared leadership

5.Improve constantly the system of production or service to improve quality and reduce costs - Quality reassurance
6.Institute training on the job - CPD/PLC
7.Institute leadership to help people to do a better job - Leader’s role and style are changing in education

10.Eliminate slogans, exhortations, and targets for the employees - Envisioning

So many great ideas here I don't know where to begin with comments! A few consistent themes coming out of your answers worth noting include the over reliance on grading and how this hurts students, over use of standardized testing which is very much like the mass inpection mentality Deming singles out for elimination in businesses. Fatima's list of the 14 points with the educational aspects is very much worth a read. Sarah also makes a good case looking at the historical aspects. Tom's analysis of the idea that difficulties in implementing these ideas are evident, but that it is not impossible, is instructive. ReplyDeleteI would like to say W.Edward Deming’s ideas are unbelievably advanced, especially count it still working for most of the organization and it was originated by him since the WWII.
Just three outstanding points that i noticed from his Fourteen Points or Principles:
1. Adopt a new leadership philosophy for the new economic age.
Institute a vigorous program of education and self-improvement.
Put everyone in the organization to work to accomplish the transformation. Transformation is everybody’s job.
I marked this three ideas and wrote:” Extraordinary vision for organization, sky-high creativity and in-depth knowledge in world economy, and ground rooted psychological understanding on the human being’s potential power inspired by self-motivation.”

According to the demonstrate the impact of the total quality upon the complete educational system with the graphic, I did a little adjustment with updated educational perspectives and put some current education consideration into it.
I found the key impactors need to include the students in as well, because with the idea of student centered learning, it will affect the school governance, curriculum design, instructional process and the student achievements.
Additionally, I add “multinational school culture” in the School Governance, 21st century skills including the correct assessment, problem-solve based learning, and critical thinking ability development, student centered learning and career oriented subjects integration into the Curriculum design. While in “Instructional Process” I add collaboration and networking realized by ICT and in “students outcomes” I put Leadership ability, ICT knowledge, culture diversity, creativity and global citizenship in to catch up with today’s globalization trends.
And if possible, the partnership both in learning communities and schools CPD shall be reinforced to make the quality improvement continuously to enable more participants to build up a Learning Society.

The answer from my understanding is short: For Japan, there’s nothing to lose to have an total organizational revolution after losing the war. Rebuilding the country is like reengineering and restructuring a new system. And this includes the education system. For a small country like Japan with previous war suffered experience, the new idea to establish a new organizational culture to back to the world economy competition field is hands-on trying.
But for Americans or British with their earlier industrialized period and pretty much sophisticated organizational system and management style which brought them glory and fame, it’s difficult to accept a totally new idea by destroying what they believed and succeeded now and take a risk to try something new. “Fear of Change”, walking out of comfort zone is not only challenging to any individual person, it mixes with more complex issue to carry out by a well established government.

It also indicated that Deming’s contributions as an economist and an innovative researcher not only limited to his own industry field, the ideas could be embraced by all kinds of system in difference ages of economy and different organization, especially with proved success implementation in education.

The theme I found is : “Continuous improvement by TQM needs everybody’s involvement.”
There are many leadership philosophy mentioned to do a better job, CPD in their early module also been developed and reinforced here, Effective and efficient communication bring productivities involves all departments employee participation, relationship with partners and empowering employee are all a successful leadership needs to achieve the TQM for continuous improvement.
If Deming is here in my organization, I might remind him that he ignored the impact of globalization and culture diversity but it is totally ok since it happens out of his historical time zone. And personally I worship him for his broad and deep knowledge and his accurate anticipation in economy and organizational revolution. I would ask for his autography.
I think he will suggest that please follow my instruction to do 9-14 points first. Because in most of the organization we still have barriers between departments communication, have slogans, exhortations targets for the employee, quotas by objectives esp. dominate the IT industry and the CPD for a life long learning not achieved yet and most of all, in the transformational period of organization, we need to let everybody know they are in the decision making process and each of them is one of our “change agent.”

ReplyDeleteFirst, for Deming, thumbs up. I think his theory is still innovative and applicable for all organizational seeking for the continuous quality improvement management.
Second, to adapt Deming’s idea into educational field definitely needs educational professionals’ advice and evaluate. As the examples show, unified efforts have to be given from government to local community, from district to every family, to assure the quality management could be guaranteed at all levels. The change have to be made would be costly with unseen risks, but the reward would be beneficial to the all human beings.

In my opinion, every organization and educational organization will be affected in Deming’s ideas because the theory that “ the success of any organization depends totally upon its ability to know and fulfill the needs and expectations of its customer”. The knowledge to which Deming referred is "The System of Profound Knowledge," that is, knowledge of different systems theory, psychology and the theory of knowledge. The understanding and use of this system would increase the ability of decision making, reduce wasted effort and make any businesses and organization more productive and effective.

I think it’s about educational strategy planning. To apply this process in the school, the
changes will start from the top-leadership to bottom teaching planning. From the head of the faculty

In order to apply Deming’s process, we would need to do better job to make change and do better job to improve appropriate continued professional development. The Deming’s ideas are based on a conducting a business system in which the goods are produced with highest quality and lowest cost and the aim is to keep the satisfaction of customers ahead of all priorities.
According to TQM, the company’s function should be based on following ideas: Customer satisfaction; Process excellence; Professional development and Collaborative work. Organizations are required to focus on continuous research and providing continuous professional development for members to improve their knowledge and abilities. If we apply these ideas to education, his 14 points will have significant implication for the school reforms and purpose of schools like other business organizations is to create high quality product and service we should effectively support and facilitate the quality function of the whole school. Administrators realize that the quality is not confined to academic achievement of students but instead it has to encompass the whole process of learning/teaching. Students will benefit from their skills and knowledge to fulfill their basic needs for power, survival and social and moral awareness

Deming’s 14 principles were already practiced in the field of education based on the result of the research studied as illustrated in page 3 of Deming’s conceptual document supplied by EDRS. Deming’s points of encourage education. Deming’s process emphasizes “product-centered development.” Listen to your customers: develop products and services that are better than your customers expect them to be; and, continuously improve organizational processes that leads to customer satisfaction are the core of Deming.
